Local Campaign Finance Transparency Portal

The Oklahoma Ethics Commission (OEC) is the state agency that promulgates and enforces rules on campaign finance, initiatives and referenda, lobbying, financial disclosures, as well as conflicts of interest for state officers and employees. This stems from Article XXIX of the Oklahoma Constitution (added by voter initiative in 1990). The Ethics Commission also has enforcement authority over Campaign Finance and Financial Disclosure for counties, certain municipalities, Independent School Districts and Technology Center Districts under 74 O.S. §4262, SB 1745 (2014).

The Ethics Commission is using this interim solution to provide disclosure to citizens of Oklahoma of the submitted local campaign finance reports filed with the OEC until the permanent enhancements in the Guardian system are fully integrated.

Senate Bill 890 — New Local Candidate Filing Requirement

Effective November 1, 2025, all local candidates — Counties, certain Municipalities, or School/Technology Center Boards — who raise or spend over $1,000 must register and file campaign finance reports through the OEC rather than the previously identified local repository (local county election board or school/city clerk). How Public Access Works

Candidates File Reports

Campaign committees submit registrations and reports — contributions, expenditures, loans, and in-kind donations/expenditures — to the OEC.

OEC Staff Screens

OEC staff screen each filing before approving it for public release.

Public Can Search & View

Once screened, filings are available here. Search by candidate name, office, jurisdiction, or committee to view detailed financial records.

Contribution Limits

$3,500 per individual per election

Note that contributions of $200+ must be itemized with donor details

Your Right to Know

Under Oklahoma law, campaign finance reports are public records. The Ethics Commission strives to provide the public access to inspect reports online without charge. Other methods of public access to records are available via open records requests as well. See the OEC Citizens page for more details.
